  • The visit rate for people experiencing homelessness rose sharply, with significant increases in 2016–2017 over 2014–2015, and again in 2020–2021 over 2018–2019.
  • For people with a home, the rate did not change significantly.
  • In every period, people experiencing homelessness visited emergency departments at a higher rate than people who were not.

How it was measured

The survey samples visits to emergency departments of non-institutional general and short-stay hospitals in U.S. states and the District of Columbia, excluding federal, military and Veterans Administration hospitals. A patient counted as experiencing homelessness if they had no home or lived in a homeless shelter; everyone else — with a private residence, in a nursing home or in another arrangement — counted as not. Residence was missing for 3.0% of visits, which were left out.

Rates for people experiencing homelessness use the Department of Housing and Urban Development's count taken on a single night each January (the 2021 figure adjusted for incompleteness); rates for everyone else use Census Bureau estimates of the civilian, noninstitutionalized population as of July 1 each year.
