D Street Fill Restoration Project

Restoration of this portion of the D Street Fill is consistent with the wildlife and habitat goal for the San Diego Bay NWR, as presented in the Refuge’s Comprehensive Conservation Plan. The restoration of 11.03 acres of coastal wetlands also represents compensatory mitigation for impacts to jurisdictional wetlands associated with the SDG&E® South Bay Substation Relocation project.

We evaluated the potential effects on the environment of implementing this project, and completed a final environmental assessment (EA) in accordance with the National Environmental Policy Act (NEPA) (42 USC 4341 et seq.) and the Council on Environmental Quality (CEQ) NEPA Regulations contained in C.F.R. Parts 1500-1508.

Comments on the draft EA were solicited from various local, State, and Federal government agencies, tribal governments, non-governmental organizations, and the public during the 30-day comment period from July 29, to August 27, 2015. Construction was completed in 2016.
