Summary
Paraguay declared its independence from Spain on May 15, 1811. Much of Paraguay’s post-colonial history was marked by civil war and military coups. The United States and Paraguay have maintained close diplomatic relations since they were established in 1861.

U.S. Recognition of Paraguayan Independence, 1852
The United States recognized the Republic of Paraguay as a separate and independent state on April 27, 1852, by the issuance to John M. Pendleton, Chargé d’Affaires at Buenos Aires, of a full power to negotiate a treaty of commerce with the Paraguayan Government.
Diplomatic Relations
Establishment of Diplomatic Relations & the American Legation in Paraguay, 1861
Diplomatic relations and the American Legation in Asuncion were established on November 26, 1861, when American Commissioner Charles A. Washburn presented his credentials to the Government of the Republic of Paraguay.
Elevation of American Legation to Embassy Status, 1942
Following a joint announcement by the Government of Paraguay and the Government of the United States on January 4, 1942, the Legation of Paraguay in the United States and the Legation of the United States in Paraguay were both raised to the rank of Embassy. The change in status became effective on March 31, 1942, when Ambassador of Paraguay, Señor Dr. Don Celso R. Velazquez, presented his letters of credence to the United States Government. Wesley Frost was promoted to U.S. Ambassador to Paraguay and presented his credentials to the Government of Paraguay on April 15, 1942.
