Postmaster reprimand form letter

Robert Johnston, Second Assistant Postmaster General, Appointment Office, Post Office Department, 17 March 1838. Sent to the Postmaster of Groveland, Tazewell County, Illinois. [see the handwritten annotation: "Applications for blanks for the use of your office should be made to the Postmaster at Louisville, Kentucky."]

"By reference to the act of 1825, section 27, you will perceive that Postmasters have the privilege of sending and receiving letters by mail, free of postage, provided they do not exceed half an ounce in weight ... that if any person shall frank any letter or letters other than those written by himself, or by his order on the business of his office, he shall, on conviction thereof, pay a fine of ten dollars ... And if any person shall counterfeit the hand-writing or frank of any person ... each person so offending shall pay, for every such offence, five hundred dollars."
