The General Schedule tops out at GS-15. Above it, the federal government
maintains three distinct categories, and which one a post falls into depends
on what the work actually is.

| Senior Level (SL) | Positions above GS-15 that are not SES, classified there on non-executive duties — which may include research and development |
| Scientific/Professional (ST) | Positions above GS-15 that are not SES and do not involve executive or management responsibility, engaged in research and development in the physical, biological, medical or engineering sciences |
Why the split matters
The reason for having three categories rather than one is contained in the ST
definition: do not involve executive and management responsibilities.
In most organisations, the way to be paid more is to manage more people.
Applied to a research agency that produces the outcome everyone complains
about — the best scientists promoted away from science into administration.
SL and ST exist to prevent that. A researcher can be classified above GS-15
for the depth of their scientific work, without acquiring a management chain.
The Senior Executive Service
SES is described as **"the men and women charged with leading the continuing
transformation of our government"** — a corps sharing a commitment to public
service and to democratic values grounded in the Constitution.
