The National Institute for Occupational Safety and Health publishes a set of
resources on young worker safety and health, and the shape of the set says
what the hazard actually is.

Two of the four are the same subject written twice, once for employers and
once for parents.
Why that split exists
A teenager driving as part of a job sits between two authorities that rarely
speak to each other.
The employer controls the vehicle, the schedule, the route and whether the
delivery has to be made in twenty minutes. The parent controls whether the
job is taken, what the teenager is told about refusing an unsafe instruction,
and whether anyone asks how the driving is going.
Neither can act on what the other knows, and the young driver is the only
person in both conversations — usually without the standing to raise a safety
concern in either.
Publishing the same guidance twice, addressed differently, is the practical
response to that.
Learning from deaths that already happened
Fatality Assessment and Control Evaluation (FACE) reports — NIOSH and
state FACE reports — investigate individual workplace deaths and publish
recommendations to prevent similar deaths. They are searchable in CDC
Stacks under the National Institute for Occupational Safety and Health
collection.
A FACE report is a single death written up in enough detail that another
employer can recognise their own workplace in it, which is a different and
more useful thing than a statistic.
