The 2025 goals below are measured against 2023 data and the 2030 goals against 2028 data; this page gives the plan's targets, not progress toward them.
CDC's Division of Viral Hepatitis (DVH) has a 2030 Strategic Plan that sets out its vision, mission, core values and goals, with each goal broken down into time-bound outcome measures, objectives and strategies.
- Vision: a world free from viral hepatitis.
- Mission: to eliminate viral hepatitis through leadership in science, partnerships and public health practice.
Four goals
- Prevent new viral hepatitis infections.
- Reduce illness and death related to viral hepatitis.
- Reduce disparities related to viral hepatitis.
- Improve surveillance of viral hepatitis so it can guide public health action.
The targets
Unless noted, baselines are 2017 data, and the approximate percentage change is measured against 2017. Rates are per 100,000 people.
Goal 1: fewer new infections (estimated cases)
| Infection | Baseline | 2025 goal | 2030 goal | Approximate change, 2025 / 2030 |
|---|---|---|---|---|
| Hepatitis A | 6,700 | ≤ 4,000 | ≤ 2,500 | ↓40% / ↓65% |
| Acute hepatitis B | 22,200 | ≤ 18,000 | ≤ 2,200 | ↓20% / ↓90% |
| Acute hepatitis C | 44,700 | ≤ 35,000 | ≤ 4,400 | ↓20% / ↓90% |
Goal 2: fewer deaths (reported death rates)
| Deaths related to | Baseline | 2025 goal | 2030 goal | Approximate change |
|---|---|---|---|---|
| Hepatitis B | 0.46 | ≤ 0.37 | ≤ 0.16 | ↓20% / ↓65% |
| Hepatitis C | 4.13 | ≤ 3.00 | ≤ 1.44 | ↓25% / ↓65% |
Goal 3: smaller disparities (reported rates)
The plan singles out the groups most affected. For people who inject drugs, the rate among 18- to 40-year-olds serves as a stand-in.
| Measure | Baseline | 2025 goal | 2030 goal | Approximate change |
|---|---|---|---|---|
| Acute hepatitis B, people who inject drugs | 1.4 | ≤ 1.0 | ≤ 0.1 | ↓30% / ↓90% |
| Acute hepatitis C, people who inject drugs | 2.3 | ≤ 1.7 | ≤ 0.2 | ↓25% / ↓90% |
| Hepatitis B deaths, non-Hispanic Asian and Pacific Islander people | 2.45 | ≤ 1.84 | ≤ 0.86 | ↓25% / ↓65% |
| Hepatitis C deaths, non-Hispanic American Indian and Alaska Native people | 10.24 | ≤ 7.17 | ≤ 3.58 | ↓30% / ↓65% |
| Hepatitis C deaths, non-Hispanic Black people | 7.03 | ≤ 4.92 | ≤ 2.46 | ↓30% / ↓65% |
Indicators of progress
Two further measures track whether people know about and clear their infections:
| Indicator | Baseline (2013–2016) | Goal for 2021–2024 | Goal for 2025–2028 | Approximate change |
|---|---|---|---|---|
| People with hepatitis B who know they are infected | 32% | ≥ 50% | ≥ 90% | ↑55% / ↑180% |
| People with hepatitis C whose virus has cleared | 43% | ≥ 58% | ≥ 80% | ↑35% / ↑85% |
How progress is measured
| Measure | Viruses | Data source | Baseline | For 2025 goals | For 2030 goals |
|---|---|---|---|---|---|
| New infections | A, B, C | National Notifiable Diseases Surveillance System | 2017 | 2023 | 2028 |
| Deaths | B, C | National Vital Statistics System | 2017 | 2023 | 2028 |
| Awareness of infection | B | National Health and Nutrition Examination Survey | 2013–2016 | 2021–2024 | 2025–2028 |
